Training to develop National Occupational Skills Standards in 2020

September 7th to 9th 2020 in Hai Phong, the General Directorate of Vocational Education & Training (DVET) and the Skills Development Department organized a training course to develop, update and supplement the National Occupational Skills Standards (NOSS) in 2020 for DVET institutions. The training course will provide participants with a number of regulations on the national vocational skills assessment and certification system as well as some regulations and techniques for building and compiling the NOSS.

According to Dr. Nguyen Chi Truong, Director of Skills Development Department, the work of standardizing and developing vocational skills for employees is facing unprecedented challenges: Firstly, standardizing and developing skills for employees in unprecedented jobs in the present (for example, Vinfast’s production of inspirator for the high demand domestic and international markets, remote medical care, etc., arising after the ongoing Covid-19 epidemic). Secondly, standardizing and developing skills for employees in jobs with the application of technology that has never been invented (such as inventing new quantum engines, etc.). Thus, developing skills in the basic, foundational, interdisciplinary, cross-sectoral direction with qualities to enhance the resistance and creativity of employees. Developing skills in the direction of forming the capabilities of employees, including:

  • Comprehensive ability;
  • Adaptability, professional behavior and values;
  • Communication ability and capacity for lifelong learning and career advancement based on vocational skills according to the National Vocational Qualifications Frameworks (NVQs).

Developing vocational skills in the direction of standardization, specialization, professionalization, modernity, creativity, flexibility, fairness, democracy, civilization and integration according to the NVQs to adapt to the requirements of domestic and international labor movement.

Regarding the orientation of vocational skill’s standardization, recognition and development in Vietnam in the coming time, Dr. Nguyen Chi Truong shared, it is necessary to propose regulations on the National Qualifications Frameworks (NQFs) and encourage the business community to recognize and accept employees who are granted NVQs certificates, in the upcoming amendments and supplements to the Employment Law as well as other related laws, to base on for standardization and statistics on the quality of national labor resources. Develop professional skills in the direction of standardization, specialization, professionalization, modernity, creativity, flexibility, fairness, democracy, civilization and integration according to the NVQs, with special attention to the young workforce. Promote piloting and establish industry councils with the participation of stakeholders as a professional and stable team. Promote the development and promulgation of NOSS according to the new trend of skills to adapt to the new period. Promote IT application and implement digital transformation in the management and operation of the NVQs certification assessment system. Evaluate, update and supplement the list of jobs requiring a NVQs certificate to ensure health and safety for employees and the community; Promote streamlining, career guidance, lifelong learning and career advancement based on vocational skills according to the NVQs; Strengthen international cooperation and mutual recognition between Vietnam and other countries on vocational skills.

According to the Organizing Committee, after the training, trainees understood the legal bases including 2013 Employment Law, guiding documents and main features of the NVQs assessment and certification system; the context and approach of international standards on assessment and recognition of vocational skills for compiling NOSS; NVQs and its relationship with the NQFs. The purpose of the NOSS and the principles and procedures for compiling the NOSS; some techniques of compiling the NOSS such as job analysis, capacity determination, component competencies and performance criteria to implement the compilation correctly and meet the requirements. Know and use professional experience and professional competence in the principles and process of the NOSS compilation in a methodical and technical manner to compile the NOSS correctly and fully according to the reality of the business’s production.
